The Republicans felt safe to vote against, since the propponderacne of GOP nay votes cmae from members in safe seats. Democrats, on the other hand were more likely to vote nay only if they were in marginal seats. African American diistricts were among the few that mostly voted nay on the Monday vote, although most of their members are in safe Democractic seats.
